Booking of Carriages/Tourist Cars

Applications for the reservation of Carriages must be made through the Station Manager/ Station Master to the Chief Passenger Traffic Manager, North Central Railway, GMs Office, First Floor, Chambal Parisar, Subedarganj, Allahabad giving details of destination, route to be followed, halts en-route and specific train to which the coach, saloon or Tourist car is to be attached, at-least 30 days in advance and not more than 6 months prior to the commencement of the journey. In case any party wishes to requisition a special coach, saloon, Tourist car at short notice i.e. less than 30 days notice, specific permission must be obtained for this from the Chief Operations Manager. It will be sole discretion of the Railway administration to allot a special coach/saloon/Tourist car and programme its movement, depending upon the availability of coaches, paths and other operational considerations.

Railway Administration do not guarantee reserved accommodation

i.If the Railway Administration is not in a position to arrange the running of special coaches etc., due to paucity of coaching stock or any other reason whatsoever, the amount of deposit fee will be refunded on application being made to the Chief Commercial Manager / Refund, North Central Railway, 2nd  floor, Chambal Parisar, Subedarganj, Allahabad and after surrendering the original money receipt.

ii.The minimum advance notice is counted from the date of receipt of application in the office of the Chief Operations Manager.  All applications received will be dealt with in order of priority of their receipt.

iii.The application should indicate complete itinerary including the dates, trains timings of arrival and departure at different stations, class of carriage/tourist car required and also full particulars of money receipts for the earnest money deposited by the applicant enclosing Photostat copy of the same, will be filled, without any reply to the party.  The applicant should also categorically state in his application that he has not applied to any other Railway for the reservation of a Carriage / Tourist car for the same party. As far as possible the applicant will be given a final reply at least 15 days in advance of the commencement of journey provided the application is received in advance.

iv.   An amount of Rs. 50,000/- /- shall be collected as registration charges cum-security deposit per coach and will be payable at the station where the proposed journey will commence. Of this half will be retained as security deposit and the balance amount would be adjusted against the fare payable at the time of booking. The security deposit will be refunded by the Station Master of the originating station on completion of the tour after adjusting any other amount that may be due to the Railways on account of extra detention etc.

iv.

v.If the requisition for special coach / saloons / tourist car is cancelled two days before the scheduled day of journey or earlier, 10% of the registration charge will be forfeited. If cancellation is done one day in advance (excluding the day of journey) and upto 4 hours before the scheduled departure of train, cancellation charge shall be 25% of the chargeable fare and if the journey is cancelled within four hours before the scheduled departure of the train or afterwards, the cancellation charge will be 50% of the chargeable fare.  

vi.The Deposit of the advance money by the party would be taken as his acceptance of all the rules and conditions as laid down by this Railway for the allotment and haulage of coaches including tourist cars.

vii.Acceptance of advance deposit by this Railway will give no guarantee for the provision of Carriage of any particular type of capacity or a tourist car of any particular base station and also allotment of matching stock by other railway at break of gauge points wherever involved.  The availability of carriages, including sleeper coaches, is very limited and this Railway may impose any restriction from time to time as necessary for allotment and haulage of the coaches.  Similarly, no guarantee is given for the haulage of the coach/ tourist cars by any particular train either on this railway or on other Zonal Railway which depends upon the operational convenience, availability of room on trains and shunting facilities at various places of halt.  In such cases party must be prepared to travel according to programme accepted by Northern Railway and other concerned Zonal Railways.

viii.The carrying capacity of various type of coaches, which are normally allotted to public tourist parties on Northern Railway is as under:-

ix.Tourist cars generally have provision of bathrooms, kitchen and dining area.

x.Charges For Reserved Carriages, Tourist Cars And Saloons

1. Fare: -The fare will be computed point to point at full adult Mail/Express fare                  of the             concerned Class on round trip basis. Which means the fares shall be levied in the return direction upto the point from where the train originate.

            Fares shall be levied for the actual Class of the Coach. 

1(a), If the extra passengers are carried, charges are levied pro-rata per additional passenger declared before or at the time of commencement of journey at the starting stations.Extra passenger carried without payment at the starting stations are charged pro-rata with penalty charges at per existing rules.

2.         Payment:- The charges should be paid in full, 48 hours in advance of the departure of the train to which special coaches, saloons, tourist cars are to be attached failing which it will be deemed that the running of the special coaches/saloons tourists cars has been countermanded by the organizers. The entire registration charge cum security deposit will be forfeited in this case.

 

3          Minimum distance for charge:-The minimum distance of charge for Special Coaches, saloons, tourist cars including Rajdhani/Shatabdi Express trains will be 500Kms separately for outward and return journey. In case of hill stations, minimum distance for charge will be the chargeable distance (inflated) of the whole section subject to a minimum distance of 200kms.

However, the minimum distance for charge for special chartered AC coaches attached to regular Rajdhani/Shatabdi type trains will be from end to end.

4          Service charge: - A service charge of 20% will be levied only on the basic fare and not on any other charge/ surcharge including safety, superfast and reservation surcharge.

Empty Haulage charge :- Empty haulage charges will be levied at actual distance of empty haul at 50% of Full Tariff Rate (FTR) for the carrying capacity of the coaches subject to minimum haul for 200 kms FTR will be calculated at fare including safety surcharge and reservation charge but excluding service charge.

Empty haulage charge will be levied as above irrespective of whether the coaches are available at the station or brought from other base station.

Detention Charge:-Detention charges will be levied for detention of Special Coaches saloons tourists cars at the request of the party at, the starting, intermediate of destination stations. Detention charges will be levied @ Rs.300/- Rs. Three hundred only per hour or part of an hour per coach uniformly ( w.e.f 31.5.08) for BG, MG and NG systems subject to a minimum charge of Rs. 1500/- Rs. One thousand five hundred only per coach without giving any free time applicable.

Note.-

a.So far as the special customised coaches are concerned these detention charges are only leviable during the halts of the special customised coaches etc. at station at the request the parties. At station where the coaches are normally stopped for operational considerations halt+ 10 minutes (not exceeding 30 minutes) would be permitted for the convenience of the passengers for entraining and/or detraining will not be subject to this charge.

b.The detention charge will be reckoned from the time, the vehicle is made available for use until intimation is received that it is not required.

c.Once the coach is detained at a station at the request of the party, detention charges should be levied for the entire period of detention of the coach at the station even though a part of the detention may be due to waiting for attachment of the coach to the nominated train.

d.The vehicle will not be detained at the station of commencement of the tour beyond the scheduled departure time of the train by which it is to be hauled, unless request in writing is received.

Alteration in the programme of tour

a.Any change in the programme is also subject to prior approval of the Railway Administration and all charges due owing to the change should be paid in cash at the station concerned.

b.Requests for change in the date of commencement of journey will be permitted subject to the railway�s right to accept or reject such changes but not more than once. When change in date is allowed and the carriage is utilised, the deposit will not be forfeited. Requests for change in the date beyond 10 days from the original date of commencement of journey will not be entertained. In cases where a  tourist car is reserved and cancelled after commencement of the journey, refund will be granted in terms of extant rules. In the event of the car being detained for a longer time than that for which detention has been paid or the route being altered after the commencement of the journey, the extra detention or additional charge due by the route actually followed or both, as the case may be, should be collected at the station at which tour programme is being departed from; the sum so collected being accounted for under an excess fare  receipt with suitable remarks as to the reason for the realisation of the amount. A note regarding the issue of this excess fare ticket must also be made on the original reserved accommodation ticket. Intimation regarding the amount collected on account of the altered tour programme must also be given to the Accounts Office of the Railway owning the car to permit of their claiming the extra detention charges, if any, due and also to the Accounts Office apportioning the loaded haulage affected by the alteration of the tour.

Railway Administration do not guarantee reserved accommodation �

a.Whether seats, berths, compartments, coaches or carriages- by any particular train and will admit no claim for compensation for inconveniences, loss or extra expenses due to such accommodation not being provided or attached to trains by which asked for.

b.If the Railway Administration is not in a position to arrange the running of special coaches etc., due to paucity of coaching stock or any other reason whatsoever, the amount of deposit fee will be refunded on application being made to the Chief Commercial Manager / Refund, 2nd Floor  New Delhi station building, New Delhi  and after surrendering the original money receipt.

The Station Manager of the journey originating station will accept the security deposit and grant refund of the same, on deduction of all due charges including the excess detention charges. While granting refund, the Station Manager will ensure personally that no undercharge is pending from the party and the Coach/Saloon/Tourist car has been returned to Railways in sound condition.

1.Special Trains

Charges for Spl.Trains will be levied in terms and conditions stipulated in  Rule No.401 of IRCA Coaching Tariff No.25 Pt.I Vol.I

i.    Registration-Cum-Security Deposit: Registration charges-cum-security deposit for special/customize trains: An amount as prescribed from time to time, which at present is Rs.50,000/- shall be collected as registration charges cum-security deposit per coach and will be payable at the station where the proposed journey will commence. Of this half will be retained as security deposit and the balance amount would be adjusted against the fare payable at the time of booking. The security deposit will be refunded by the Station Master of the originating station on completion of the tour after adjusting any other amount that may be due to the Railways on account of extra detention etc.

ii.         Minimum Distance of charge:- The minimum distance of charge for special trains including Rajdhani/ Shatabadi Express trains will be 500 Kms. separately for outward and return journey. In case of hill stations, minimum distance for charge will be the chargeable distance (inflated) of the whole section subject to a minimum distance of 200 kms.

Minimum Composition of Trains: - Fares for booking of Special Trains including Rajdhani./ Shatabdi  Express type trains will be for a minimum composition of 18 coaches including SLR. However, for     the hill section, the minimum number of coaches will be the maximum permissible load for the concerned section. The charging should be done for not less than the aforesaid composition.

Fare:- The fares will be computed point to point at full adult Mail/Express fare of the concerned class on round trip basis, which means the fares shall be levied in the return direction to the point from where the train originate .

If extra passengers are carried, the charges will be levied pro-rata for the additional passengers to be declared at the starting station before or at the time of the commencement of journey. Extra passenger carried without payment at the starting station will be charged pro-rata and penalty charges recovered as per extant rules.

As an exemption for the purpose of calculating point-to-point charges & detention charges for special trains. special free halts for entraining/detraining of passengers, collection of water/eatables, etc. enroute station/stations shall be provided the number of special free halts permitted shall be a maximum of 2(Two) in each block of 1000Kms. journey or part thereof. Each halt shall be for a maximum duration of 20 minutes only, �the special free Halt� would be allowed only when the party requests for them while submitting the application for itinerary for the special train, these special free halts, and the Railways operational halts, shall not be considered for calculating the point-to-point charges and detention charges.

Service Charge:

A service charge of 20 (Twenty) percent will be leviable on the base fare and not all any other charge/surcharge including safety, superfast and reservation surcharge..

 

 

Concession:

No concession will be allowed for booking a special train. Charges will be recovered in full even for Children/Students/Sr.Citizens, etc.

Payment:

The charges should be paid in full, 48 hours in advance of the departure of the train, failing which it will be deemed that the running of the special train has been countermanded by the organizers. The entire registration charge cum-security deposit will be forfeited in the case.

Empty haulage charges:

Empty haulage charges will be levied for Flat 200 Kames. per coach, irrespective of whether the Special train is available at originating station or brought from some other station and irrespective for the distance hauled empty. This charge will be levied only once irrespective of whether the special train has been booked for single journey or return/round journey. The empty haulage rates will be as under per coach per Km.:-

Identity Cards:

At the time of booking only the number of passengers will be required to be indicated while the names of the members of the party will be required to be submitted to the Station Manager before the commencement of the journey. The organizer must provide each member of the party with an Identity Token, duly stamped and countersigned by the Station Manager of the booking station. These identity tokens will be treated as authority for moving in and out of the platform at the intermediate stations.

 

Detention Charges: Detention Charges will be levied for detention of special train/coaches/ saloons/tourist cars at the starting, intermediate or destination stations at the rate of Rs.600/- per hour or part of an hour per coach uniformly for BG, MG and NG systems subject to the minimum charge of Rs.1500/- per coach per day without giving any free time.

Itinerary:

After depositing the amount towards registration charge-cum-security deposit at the station at which the journey is to commence, an application must be made through the Station Manager to the Chief Passenger Traffic Manager of the Railway, giving details of destination, route to be followed and halts enrooted. Application must be made at least 30 days in advance and not more than 6 months prior to commencement of the journey. In case any party wishes to requisition a special train at short notice, i.e. less than 30 days notice, specific permission must be obtained for this from the Chief Passenger Traffic Manager. It will be the sole discretion of the railway administration to allot a special train and programme it�s movement, depending upon the availability of coaches/engines/paths and other operational considerations.

Refund of Security Deposit:

The Station Manager of the journey originating station will accept the Security Deposit and grant refund of the same, on deduction of all due charges including the excess detention  Charges, while granting refund, the Station Manager will ensure personally that no under charges is pending from the party and the train has been returned to Railways in sound condition/

No Refund will be granted if the Folder and/or  the ticket is lost or both are not deposited in original.

If folder is submitted after the normal time limit of 15 days but within 6 months of completion of the tour, 50% refund of security deposit can be granted with the approval of CCM. No refund shall be permitted if the folder is deposited after six months. The refund will, however, continue to be granted after deducting any amount due from the party.

For applications submitted after expiry of time limit of 6 (six) months GMs will have full powers to settle time barred claims for refund to security deposits in consultation with their FA&CAOs the other  time limit for entertaining such refund claims will be subject to a maximum time frame of three years.

 

Countermanding Charges:

If the requisition for special train is cancelled two days before the scheduled day of journey or earlier, 10% of the registration fee will be forfeited. If the cancellation is done one day in advance (Excluding the day of journey) and up to four hours before the scheduled departure of the train, cancellation charge shall be 25% of the chargeable fare and if the journey is cancelled within four hours before the scheduled departure of the train or afterwards, the cancellation charge will be 50% of the chargeable fare.

Dining Car/Kitchen Car/Pantry Car/Generator Car:

Dining Car/Kitchen Car/Pantry Car/Generator Car will be charged @ Rs.45 per car per Km. on BG and Rs.41 per car per Km. on MG.

Sleeper class fare plus usual service charge for marked carrying capacity of the concerned car or actual number of persons, traveling, whichever is more, will also be collected. The number of berths available in the car will determine the carrying capacity of the cars. These charges will be in addition to the haulage charge of these cars.

Note.1.:- The Railway on which the tour originates will hand over to the Organizer/Conductor of the tour or the person reserving the carriage, special train etc. a folder in the form shown in Annexure �F� of IRCA Coaching Tariff No.25 Pt.I Vol.I. It is the duty of Station Maser to fill up the details in the folder presented by the party and initial and affix station seal. It is the responsibility of the Organizer/Conductor or the person reserving the carriage, special train etc. to ensure that all the relevant particulars of this folder are obtained from the concerned Station master/Guard duly signed and affixed with station seal of each halt. The folder will be required to be filled up only in respect of halts given at the request of the party either in the original programmed or subsequently, and not operational halts for a longer duration than that specified in the programmed approved by the Railway unless such a request is received in writing.

Note.2.:- The total charge will be calculated & recovered by the Station Manager concerned on the basis of tour programmed approved by G.M.(Optg.) Northern Railway, New Delhi as well as on the basis of actual running particulars and the stock supplied.

Note.3.:- The Other charges like Super fast Charges/Supplementary Charges/Development surcharge etc. will be levied extra as amended from time to time as per the existing Rules.
