                On behalf of President of India, Chief Medical Superintendent, Divisional Railway Hospital North Central Railway, Jhansi is inviting “Expression of Interest E.O.I.” from various CGHS Empanelled Or NonCGHS Hospitals with Multispecialty facility of Jhansi, Gwalior, Mahoba, Banda, Manikpur, Orai, Juhi & Lalitpur for providing Multispecialty facility to Railway beneficiaries at “CGHS Empanelment Current Rates” for Kanpur / Jabalpur City” OR “Non CGHS Current Rates” for Kanpur/Jabalpur City”.

            The prescribed Performa, will be down loaded from Website (www.ncr.indianrailways.gov.in) and also available in the Office of the Chief Medical Superintendent, North Central Railway, Jhansi after advertisement of in local Newspaper.  All willing Multispecility Hospitals are requested to submit their “Expression of Interest E.O.I. in sealed envelope Application Form with prescribed Performa which should be clearly mentioned CGHS empanelled Or NonCGHS submitted to this office after the advertisement of local news papers. Before submitting the application please read carefully Terms and condition are given in  website (www.ncr.indianrailways.gov.in).

The CGHS empanelled multispecialty Hospital facility should be located as nearest within the radius from the Divisional Railway Hospital Jhansi or Health Unit Gwalior,Mahoba, Banda ,Manikpur,  Orai, Juhi & Lalitpurof Jhansi Divisions North Central Railway.

The multispecialty Hospital facility will provide their services as per the CGHS Current Rates for Kanpur /Jabalpur City.

The multispecialty Hospital will require to clearly declare that the Hospital is willing to work on CASHLESS - BILLING BASIS SYSTEM AS PER THE CGHS CURRENT RATES FOR KANPUR / JABALPUR CITY only as there will be no provision for the advance payment in any situation.

The multispecialty Hospital will require to clearly mention whether it is currently empanelled with the CGHS as a Multispecialty Centre.

The Multispecialty Hospital with  facility should be at least in accordance with CGHS empanelled  as per extent rule and separate bed ICU/ MICU (Intensive Care Unit/ Medical Intensive Care Unit) with sufficient number of bed availability in General Wards, Semiprivate ward and private wards for the referred Railway Employees and their Beneficiaries.

The total period of contract between for the Divisional Railway Hospital Jhansi and the approved  Multispecialty Hospital with Facility for Two YEAR from the date of acceptance of the work which may be extended further on yearly basis as per last year performance report.

The rates to be charge by the CGHS empanelled Hospital should be as per CGHS presribed rates based on the classification of the Hospital or the Hospital tariff, which ever is lower and for those items / Procedures/ investigation which are not covered under CGHS rates list, the Hospital should offer some discount on their Hospital rates and also free ambulance services to Railway beneficiaries.

The  multispecialtyHospital will be required to have the availability of atleast one Cardiologist in house (D.M. Cardiology or Equivalent) round the clock on all days to attend the referred serious cardiac patient at any time in the hospital.

The multispecialty Hospitalwill be required to have availability of qualified trained Medical (at least MBBS Doctor) and Paramedical staff round the clock in the CCCU/ICCU/ICU/MICU as well as in the wards.

The multispecialty Hospital Centreshould have the facility of patient Monitoring system such as bedside Multipara Monitor, Central Cardiac Monitoring, SPO2 Monitor, Central O2 Supply, Suction Catheter on each CCCU/ICCU/ICU/MICU bed. Other useful Machines such as Bipap Machine, Mechanical Ventilator, ABG Analyser, and Hemodialysis should also be available round the clock at the Centre.

The multispecialty Hospital will be required to have the facility for the  temporary & Permanent Cardiac Pacing round the clock at the centre.

The  multispecialtyHospitalshould have the  facility of inhouse Lab Investigation such as Blood Hematology, Biochemistry with Cardiac Enzyme Testing, Imaging such as X Ray,USG and Noninvasive cardiac Investigations such as 2D-Echocardiography,TMT,Holter Monitoring etc.

The  multispecialty  Hospital should also have facility of other multispeciality/Superspecialist services such as of Nephrology Unit, Neurology, Neurosurgery, Chest Medicine, Urosurgery, Gastroenterology etc and the referred patient should be managed at the hospital without further shifting to other similar centre for the treatment.Facility for Hemodialysis, Mechanical Ventilation (Invasive/Non Invasive) and fully equipped operation theatre should also be available round the clock at the centre.

The  multispecialty  Hospital should have the availabilty of General Wards, Semiprivate wards and private wards(AC/NON AC).The patient will be given the facility of Private wards, Semiprivate ward and General Ward as per the current CGHS guideline for allotment of Private wards, Semiprivate ward and General Ward in recognised empaneled hospital  (Current pay slip will be provided by the patient at the time of admission ). Reference Letter should be clearly mentioned about the entitled ward of the patients in the prescribed column. Bill will be raised only as per entitlement of the patient for private wards, Semiprivate ward and General Ward. Over billing will be deducted at the time of payment of bill.

For over-billing and carrying out un-necessary procedure/investigations etc the extra amount so charged will be deducted from the present or pending/future bills of the hospital. If there is a recurrence of such fault, it may lead to the termination of the contract and cancellation of recognition of the hospital after giving two weeks’ notice to the empanelled hospital. The mandatory deductions like the TDS etc as applicable shall be done by the Railway Administration while passing the bills of the hospital.

The  multispecialty  Hospitalshould have an emergency service round the clock to attend the referred Railway patients .The Hospital will give full preference and cooperation to the referred Railway patients and their Beneficiaries in the admission. Railways will refer their eligible employees (both serving and retired), their eligible family members and other eligible patients with a proper Reference Letter with Medical Card.  Hospital will admit the referred Railway patient after verifying the original Reference Letter duly signed by the referring Doctor countersigned by the Chief Medical Superintendent, attested Photograph  and name of the patient in the Medical Card (with medical card number).

Patients dependent will not be asked to deposit any separate charges at the time of admission or during treatment in the hospital. All types of Medicines, Surgical items, disposable items, syringes, casuals, blood gloves/blood products, CTS scan, MRI, Imaging, Endoscopies, FNAC, Biopsy, Lab Investigation, opinion of experts will be arranged by the hospital administration and no referred railway patient will be advised to do expenditure on any kind of investigation or treatment during the admission.

The multispecialty Hospitalshould have a proper waiting area and parking facility.

The multispecialty Hospital should have a provision for Back-up Generator, in case of power cut.

The multispecialty Hospital should have a mandatory provision for adequate Bio-Medical waste disposal system in the Centre.

The multispecialty Hospitalshould have a proper Ambulance service round the clock for shifting the referred Railway patient to the recognized hospital and leaving the patient to Divisional Railway Hospital, Jhansi depending on the location of the hospital or Health Unit Gwalior,Mahoba, Banda ,Manikpur,  Orai, Juhi & LalitpurHospital at the time of discharge.

The multispecialty Hospitalshould give priority to the referred Railway patients sent for the admission.

If Whenever the CGHS empanelled Multispecialty Hospital is removed from empanelment, it will be inform to the office of the Chief Medical Superintendent, North Central Railway, Jhansi.
