2.0         Pending accident inquiry reports – 02.

I.    (Derailment of 14 coaches of train no. 19321 Indore-Rajendranagar Express between PHN-    MLS section on 20-11-16. CRS enquiry completed. Final report is awaited. NIA     investigation for sabotage is also in progress.

II.   Derailment of 08 coaches of train no. 12189 Dn Mahakaushal Express between MBA-KLAR     on 30-03-17. SAG officers enquiry completed. Final acceptance by CRS/NE Circle is     awaited.

3.0         Pending DAR cases in consequential train accidents – Nil.

5.0        Steps for Improvement of Safety

  1. Night & footplate inspection by officers – Night inspection and footplate inspections at officers’ level are regularly being conducted and position is being sent to GM/NCR every fortnightly. 
  2. Public Awareness Campaign -Division is conducting regular public awareness campaign on safety precautions to be taken by road users while crossing unmanned and

manned LC gates, prevention of carriage of inflammable materials in train, prevention of cattle run over cases due to which derailment can occur, prevention of roof top travelling in trains etc.

i)Nukkad Natak – In the year 2017-18, Nukkad Nataks have been organised at various places like stations, bus stands, RTO offices, Bazars, villages, petrol pumps and LC gates in JHS division.

ii)Awareness through Mobile Video VanPublicity through Mobile Van was organized from 31-08-17 to 14-09-17 in MKP BNDA, BNDA-MBA, MBA-MRPR, MRPL local, JHS local, LAR local and JHS-LAR sections in JHS division.

iii)Distribution of Posters & Pamphlets – Posters and pamphlets illustrating precautions to be taken by rail-road users are regularly distributed at different places like villages, bazaars, LC gates, schools etc. In the year 2017-18, almost 10000 posters & pamphlets have been distributed.

  1. Safety Seminar: Safety seminars have been held regularly every month at different stations on the division. In the year 2017-18, seminars have been conducted at BAB, DAA, DBA, BZM, KPI, JHS&BNDA for creating safety awareness & counselling of staff regarding instructions issued by the Railway Board and HQ in reference to recent accidents, dos & don’ts, safety precautions etc.
  2. Ambush Checks - Ambush checks have been conducted regularly by Safety branch at LC gates, IBHs and stations, resulting into increased alertness among the loco crew, guards and train passing staff. Speed analysis of trains is being done to check the over speeding tendency of Loco Pilots.
  3. Safety Drives - Regular Safety drives have been launched in the division covering important aspects of train working covering all the departments for counselling of staff. Also, deficiencies noted are being advised to concerned department for corrective action.
  4. Publication of Seasonal booklets – Safety department has collected Summer, Monsoon & Winter instructions from various departments and has published in a form of booklet. It has been distributed to all the departments for ready reference during onset of seasons for reducing equipments failures, which may result into unsafe train operation.
  5. Availability of infrastructure - LC gates of the division are being inspected by Safety department for checking availability of infrastructure facilities at LC gates. Shortcomings noticed have been advised to concerned branches for taking corrective actions.
  6. Awards - In order to encourage the staff to be vigilant and safety conscious, provision of award has been made. In the year 2017-18, a total of Rs. 13850/- has been distributed as cash award to staff for detecting and reporting unusual, which are potentially dangerous from accident point of view.

3.   It is to bring to your kind notice that superannuation of Shri A.K.Saini, ADEE/RS/JHS is due in the month of Oct’2018.  Since 04-07-17, the post of DEE/RS/JHS is lying vacant at AC Loco Shed, which is hampering the smooth working of the Shed.  In view of the same, it is requested to fill up the vacant post of DEE/RS/JHS and also one ADEE/RS may be posted at AC Loco Shed.

4.   Proposal for creation of one post of DEE , one post of ADEE & one post of AC & M duly at AC Loco Shed concurred by Sr.DFM/JHS & approved by DRM/JHS has been forwarded to HQ vide letter No JHS/RS/P-05 dt. 28.08.14 for further necessary action. Since Loco holding of the shed has reached to 207 and sufficient officers are not available to look after maintenance work of Electric Loco, hence maintenance of loco is suffering badly.

In view of the above, it is requested to kindly obtain sanction of Rly.Bd for creation of above additional posts for Electric Loco Shed/Jhansi at the earliest so that maintenance of Electric locos can be managed  easily.

5. One sanctioned post of ADME/Dsl is lying vacant at Diesel Loco Shed since August’16.  Same may be filled up at the earliest. 

6.  As per white manual, for Diesel Shed holding 81-100 locos, there should be four posts of AME and one post of ACMT at Diesel Loco Shed/Jhansi.   For the post of Principal/DTC, a proposal has already been sent to HQrs.  A fresh proposal for creation of one post each of ADME and ACMT has been sent to zonal HQrs, which may kindly be expedited.

7. To streamline the contract management, inventory management and attending to tender committittee and selection committee meetings, one senior scale officer is essentially required in Electrical(G) Branch.
