I.GENERAL INTRODUCTION

Introduction

Diesel Loco shed Jhansi is an important shed on North Central Railway catering to traffic needs of Mail/Express, Passenger, Goods and Shunting services. The shed exercises cadre control over Diesel shed at GWL also. The shed has completed 41 glorious years in the service of the nation in April 2016.

The shed has a holding of 132 locomotives with the following break-up:

WDM3A- 38 locomotives

WDG3A- 30 locomotives

WDM3D- 29locomotives

WDS6- 10 locomotives

WDG4-14 locomotives

WDG4D-09locomotives

WDP4D-02 locomotives

III.Action plan, Highlights and other achievements

·Attention to other shed locos

Out of 217 other shed locos, which arrived in shed for attention from April16 to Jan’17, 201 locos were attended and given for traffic use in working condition. 16 loco were turned out dead due to heavy nature of repairs which could be attended at home shed only.

IV.Innovations & system improvement(apr16 to Jan’17’)

·Bio diesel fueling plant was started at RDI in Diesel Loco Shed Jhansi.

·IMS Certification work is undergoing.

·Mechanical Unit Injector holding pressure and leak test bench for HHP Locos was made in house in shed.

·Portable testing gadget for checking continuity of Woodward (WW) governor solenoids and its harness on the locomotive was made in shed.

·Compressor Lube Oil Pump Gear Backlash and Crankshaft Run out Testing Device was made in shed.

·Audit of Maintenance Practices of sections done by firms for reliability improvement

·Reliability action plan on the problematic areas have been made and locos are being attended to improve reliability.

V.Assistance required

·Following two important work of Diesel Shed Jhansi have been proposed in Law Book 2017-18.

i.Replacement of old broken sheets of roof of Diesel Shed, Jhansi: The roof of Diesel Loco Shed Jhansi is very old and damaged, it was repaired under Zonal Contract last year but still roof is damaged at many places. Due to damaged roof, not only work of loco maintenance is badly affected but also a lot of loco assemblies and M&P items get damaged during rainy season.For this, Engineering Department has suggested complete replacement of Asbestos Sheets by Galvanized sheets. A work for same at an estimated cost of Rupees seventy five lakhs twenty seven thousand has been proposed Under LAW Book 2017-18.

ii.The concrete apron at both the ends of Diesel Shed Jhansi is completely damaged leading to difficulty in movement of Fork lifters and platform trucks carrying heavy loco sub-assemblies in the shed. A proposal at an estimated cost of Rupees 56.42 lakhs for provision of cement concrete flooring in between rail of track no. 1,2,3,4 and 5 at both ends along with re-flooring up to 40 maters approx. on apron area has been proposed under LAW Book 2017-18.

Sanction of the above mentioned works is necessary for smooth working of Diesel Shed Jhansi.

·Vacant post of AME/DSL

One sanctioned post of AME/DSL is lying Vacant since August’16 which needs to be filled up at the earliest.

·Creation of extra posts of Principal (DTC), AME/D and ACMT/D as per white manual.

As per white manual, for Dsl shed holding 81-100 locos there should be four posts of AME and one post of ACMT. For the post of Principal/DTC, a proposal has already been sent to HQ. A fresh proposal for creation of one ADME and ACMT has been initiated and sent to Zonal HQ.

·Early finalization of RRB and RRC indents:

At present indent of 139 numbers of staff is pending on RRB and RRC. It is requested that the RRB may please be requested to materialize the indents at the earliest to avoid crisis in future.

·Requirement of Supervisors & Staff

i.At present 48 % and 26 % vacancies with respect to yard stick and sanction strength exists in supervisor cadre.

ii.At present 33 % and 21 % vacancies with respect to yard stick and sanction strength exists in staff cadre.

·Requirement of staff for additional locos

To plug the gap between sanctioned strength and requirement of maintenance staff, a proposal was sent to head quarters for creation of additional posts at diesel shed Jhansi. Out of this requirement, 102 posts have already been Sanctioned/Transferred by head quarter. For balance 158 posts proposal has been forwarded to Railway Board through HQ vide letter no. 797-E/Cre/158-posts/DSL Shed/Mech./JHS/D-12 dt.19.06.12. This creation needs to be chased in view of steady arrival of additional GM locos in shed since last one year.
