Shri Devendra Singh Appointed as Divisional Railway Manager, Alipurduar Division, N.F. Railway
Prayagraj / August 25, 2025: Shri Devendra Singh, an accomplished officer of the Indian Railway Service of Engineers (IRSE), 1995 batch, has been repatriated to Indian Railways on his promotion as Divisional Railway Manager (DRM) of Alipurduar (APDJ) Division of Northeast Frontier Railway. He relinquished the charge of Chief General Manager, Prayagraj, DFCCIL on 18th August 2025 to take up his new responsibility.
Shri Singh, who joined the Indian Railways service on 28th December 1998, has a distinguished career marked by remarkable achievements in railway civil engineering works and project execution.
Crucial Contributions in DFCCIL
During his tenure in Dedicated Freight Corridor Corporation of India Limited (DFCCIL), Shri Singh made exemplary contributions on both technical and administrative fronts.
- In his first tenure as Deputy Chief Project Manager (Engineering) at Prayagraj from 14th October 2013 to 13th November 2017, he played a pivotal role during the construction phase of the Eastern DFC, ensuring timely land acquisition, yard layouts, and commissioning of key stations and sections through close coordination with district authorities.
DFCCIL Enhances Infrastructure with State-of-the-Art Running Room and Crew Lobby at New Kanpur
The Dedicated Freight Corridor Corporation of India Limited (DFCCIL) achieved a major milestone in operational efficiency and employee welfare with the inauguration of its modern Running Room and Crew Lobby at New Kanpur. Under the leadership of the GM (Coordination–Civil), who later took over as Chief General Manager, Prayagraj, the project marks the first such facility on the Eastern Dedicated Freight Corridor (EDFC), showcasing a blend of infrastructure readiness, advanced technology, and sustainable practices.
The newly constructed G+4 facility, spread over 7,242.55 sqm, is designed to accommodate 300 beds — with 160 beds already functional and the remaining under furnishing. It is equipped with top-notch amenities, ensuring comfort and efficiency for running staff engaged in daily train operations. Notably, the facility has significantly reduced crew duty hours, which earlier stretched up to 12–14 hours, by nearly 50%. This has not only improved staff welfare but also enhanced crew availability for train operations.
World-Class Amenities
The Running Room and Crew Lobby is designed as a model facility, featuring:
- A double-height main lobby and crew waiting area
- Simulator Room, Model Room, Crew Lobby Control (CCC) Room, CLI Room, and subordinate offices
- A first-floor Conference Hall (12m x 5m), Yoga Room (8m x 5m), five dedicated ladies’ rooms with attached toilets, and 26 additional rooms for staff
- Modern connectivity through Wi-Fi, advanced security systems with 42 CCTV cameras, a fire-fighting system, and alarm integration
Focus on Energy Efficiency & Sustainability:
The facility demonstrates DFCCIL’s commitment to green initiatives. A rooftop and parking area solar plant is projected to generate 821,000 KWH annually (approximately 68,400 KWH monthly or 2,249 KWH daily). This renewable energy initiative substantially reduces dependence on conventional power sources. Additional eco-friendly features include:
- Energy-efficient architectural design
- Rainwater harvesting system
- Sewage treatment plant
- Dedicated electrical substation with DG backup
- Large-scale vehicle parking spread across 2,990 sqm
- Plantation of 1,000 trees along with integrated herbs and shrubs around the premises, enhancing both environmental sustainability and aesthetics
Operational Impact:-
With the facility now fully functional and further expansion in progress, EDFC saw significant improvements in the efficiency of train operations. The combination of modern amenities, crew-friendly spaces, and sustainable practices reinforces DFCCIL’s commitment to world-class freight operations while prioritizing the well-being of its workforce.
Engineering Excellence During Mahakumbh 2025
One of his significant contributions came during Mahakumbh 2025, when there was an unprecedented demand for crew and locomotive pilots to sustain passenger and freight operations. Shri Singh ensured the creation of 60 additional bedrooms for crew and guards in the residential area, enabling uninterrupted transportation of special trains and freight movement during the mega event.
In addition, he successfully oversaw the timely commissioning of the DFCCIL Officer Rest House at Subedarganj, completing it within the stipulated timeline and enhancing facilities for officers and staff.
Recognition as a Visionary Civil Engineer
Known for his engineering acumen, visionary insights, and ability to synergize with multiple stakeholders, Shri Devendra Singh has been instrumental in shaping some of the finest infrastructural developments in DFCCIL. His liaison with power corporations and state departments also ensured robust and uninterrupted power supply systems for railway infrastructure — a critical necessity for operations.
New Role as DRM, Alipurduar
With his assumption of charge as DRM, Alipurduar, one of the most strategically important railway divisions of Northeast Frontier Railway, Shri Singh is expected to bring in his vast project execution experience and engineering expertise to drive operational improvements, enhance passenger amenities, and strengthen infrastructure in the geographically and operationally challenging division.
Recognised for his visionary engineering expertise, strong coordination with stakeholders, and commitment to timelines, Shri Singh leaves behind a legacy of excellence in DFCCIL’s infrastructure development.
