Implementation of Electronic Drawing approval system( e-DAS) and other digital initiatives for Indian Railway reviewed by Chairman Railway Board through Video Conference
Electronic drawing approval system (e-DAS) a networked online platform for creation, editing and approval of drawings for different Railway projects/assets is one among many important digital initiatives taken by Indian Railways recently. once fully implemented it will cut down in project execution time through fast and efficient approval of drawings. Implementation status of e-DAS and other digital initiatives on Zonal Railways and Production units of Indian railways were reviewed by Chairman Railway Board Sri Vinod Kumar Yadav and other Railway Board members through video conference. Besides digital initiatives other important items taken up for monthly review included safety, infrastructure development, earning, etc.
On safety front Chairman Railway Board stressed that safety must remain our core focus area and directed all zonal Railways to make sustained efforts to improve upon last year performance w.r.t. consequential cases.After safety earning was taken up for review. Being last quarter of this financial year,Railway Board emphasized that all round efforts needs to be done to maximize earning of Railways. Despite various constraints Indian Railways has been able to maintain positive growth in total earning till Dec-19 as compared to same period of last financial year.
Important infrastructure and Railway Electrification projects were also taken up for review during VC. on infrastructure development front North Central Railway has removed 75 manned level crossings while it has constructed 4 Road over bridges and 23 Road under bridges in current year. NCR has done exceptionally well on electrification front and it is only Zonal Railway among all 17 Zones which has completed full year target of 218 route km electrification by Dec -19 itself .
On digital initiatives, implementation of e-Office and HRMS were also reviewed besides e- DAS.e-Office an online module for day to day office working for all units of Indian Railway aimed toincrease work efficiency, accountability and transparency while drastic reduction in use of paper . e- Office is being implemented in two phases to cover all work units Indian Railways. on North Central Railwaye-Office is implemented in Jhansi division and Headquarters under Phase-I ,while Agra and Allahabad divisions are targeted under Phase-II by 30.06.2020.
Similarly another digital platform named HRMS( Human resource management system) covering entire 1.3 million employees of Indian Railway is also under implementation. HRMS which primarily contains two modules called Employee master and e-SR will have complete digital record of each Railway employee. Under employee master details likepersonal , family , qualification , medical etc are covered while e-SR contains details like appointment details , awards , punishments , promotion, increment etc . once fully implemented this will be very effective tool for proper manpower planning, identifying training needs, grievance redressed, hassle free settlement , timely promotions etc. For implementation of HRMS data entry is nearing completion in all zonal railways and now different modules shall be rolled out in phased manner. Procurement of goods and services from GeM( Government e marketplace) was also reviewed. CRB emphasized that procurement share through GeM needs to be improved. NCR is one of the leading Railways w.r.t. procurement through GeM and has already made procurement of approximatelyRs. 27.08 crores through GeM in 2019-20.
