3. STATUS AND ACTION PLAN TO BOOST SUNDRY EARNINGS

A. Parking:

1.JHS (E&W), GWL(E), GWL(W), DRM office, BNDA, LAR, DAA (E), MBA & ORAI are already existing

parking contracts for 3 & 5 Years.

2. JHS (E&W) parking contract is awarded on 04.06.2021 for 05 Years.

3. DRM office Jhansi Parking contract is awarded on 28.01.2021 for 03 Years.

4. GWL (E), GWL (W) Parking contract is awarded on 09.12.2019 for 05 years.

5. BANDA Parking contract is awarded on 30.01.2020 for 05 years.

6. MBA , ORAI Parking contract is awarded on 21.10.2019 for 03 years.

7. LAR Parking contract is awarded on 30.01.2020 for 03 years.

Due to COVID-19, these trains are not operational. Apart from traditional loading of non-leased parcel traffic an effort has been made through inviting quotation for DAY to DAY leasing in train no. 04185 GWL-BJU Festival Special and this has fetched revenue of Rs. 16,68,702/- till 31.05.2021.

·Due to COVID-19, presently two pairs (Train no. 00761/62 and 00763/64) of parcel special trains are running over Jhansi division for transportation of goods.

·Provision of stoppage of train no. 00763/64 ASR-KRBA special train (weekly) at GWL station as per demand from freight customers and this has fetched revenue of Rs. 39855/- till 31.05.2021.

·Stoppage of train no. 08238 ASR-KRBA special (tri-weekly) at MRA station increased from 02’’ to 05’’ w.e.f. 08.11.2020 to attract additional parcel traffic from MRA to BSP, DURG, R etc. and this has fetched revenue of Rs. 87135/- till 31.05.2021.

·Notification to invite Tender for parcel leasing was published on date 20.08.2019 for 92 SLR’s in 36 trains, out of which 01 SLR was leased out; no offer was received for remaining trans. When normal passenger train service re-stored the same will be published till then DAY to DAY leasing for special trains will be invited.

·Tikamgarh (TKMG) railway station has been opened for parcel traffic w.e.f. 23.03.2021 for Six months experimental basis. So that parcel may be gain.

·Under RAIL-MADAD 139/6 for parcel and freight facilitation 347 parcel related queries have been solved till 31.05.2021. With this feature customers and traders are also being counseled and informed about different parcel policies to attract parcel traffic.

 

b. Proposed Action-Plan to increase parcel/luggage booking.

 

1.Down-ward revision of parcel booking rate scales.

2.Provision of space in SLR for intermediary stations. No through seal for major stations enroute if space available in SLR. For this, real time occupancy information of SLR of a train should be available with Booking Clerk/CPS at time of booking.

3.Revision of stoppages of train from 02 minutes to 05 minutes or more.

4.Complete outsourcing of Parcel booking, Handling & Delivery. Policy with SBD to be issued by Railway-Board.

5.VP– Traffic- Rates to be revised. Concession to be given for cyclic booking/ Both sides repeated booking.

8. MAJOR PARCEL HANDLING POINTS:

·Jhansi and Gwalior are the two major parcel handling points on Jhansi Division. Presently, 05 SLRS of trains have been leased out to customers.

·Parcel Management System has been installed at Jhansi on Jan-15 & Gwalior on Feb-15. Parcel Management System for 11 Stations (BNDA, CKTD, MBA, MRA, ORAI, BWR, BIX, KURJ, LAR, MRPR,RNRD) will be proposed in 3nd Phase.

TICKET CHECKING:

A big ticket checking establishment exists in the division with maximum staff posted at Jhansi.  Trains originating/passing through the division are manned from 4 bases namely Jhansi, Gwalior, Banda and Lalitpur.  Most of the trains are manned from Jhansi base between Jhansi-NZM/NDLS, Jhansi- Itarsi, Jhansi-Kanpur and Jhansi - Banda/Allahabad.  The staff are divided in to two segments namely amenity (train manning) and productive sides.  Railway Magistrates located at Jhansi, Gwalior and Banda assist in ticket checking activities.

·Housekeeping contract is awarded for TTEs running room JHS for period 16-01-2020 to 15-12-2022.

·Resting facilities for TTEs has been provided at GWL station presently by managing in Sub-ordinate Rest House, new building is under construction.

·Maintenance and cleaning are being regularly monitored by CTI running room.

·Tea, Break Fast, Lunch & Dinner also available in TTEs running rooms in JHS, BNDA and KURJ on cash payment basis.

·Improvements are done of TTEs running rooms at NZM and NDLS after regular inspections of commercial officers and also AC has been installed.

·Soft upgrade has been done in all TTEs running rooms managed by division.
