Bulk procurement of items is done from RDSO approved suppliers (details available in policy for suppliers), vendor development and approval is done by RDSO. (b) WORKS CONTRACT:

             Sub: Approved list of contractors for calling limited tenders for works contracts.

 

          Most of the works are executed through open tenders in which registration in approved list of contractors is not required. For open tenders wide publicity is done through newspapers, Internet to attract all eligible contractors for participating in tender process. Contractors who fulfill minimum eligibility required for the work can participate.    

 

          Limited tenders are only for some specialized and urgent nature of works for which only those contractors are permitted to participate who are registered in approved list of contractors.

 

         Railway Board has issued guidelines for preparation of approved list of contractors vide RB letters i) No. 2007/CE-1/CT/18 dated 28.09.07, ii) No.2003/CE-1/CT/4Pt dated 12/16.05.06 and No. 2007/CE-1/CT/18 dated 30.06.09.According to these guidelines ‘A’ class contractors have to be registered by the Headquarter and B&C class contractors have to be registered by the Divisions. For registration in approved list of contractors, wide publicity will be done on the line of calling open tenders and all interested contractors could get them registered in the respective category when notification is issued in this regard by Head Quarter/divisions. However at present there is no approved list of contractors at HQ and Division level.

 

          Procedure for registration is revised regularly by Railway Board as and when required, however existing procedure is given below along with Board’s reference

 

 

No. 2007/ CE-I/CT/18                                                                       dated: 30.06.2009

1.Board has reviewed the matter and has revised the eligibility criteria. Composition of selection committee accepting authority and also the amount of fee to be deposited by the contractor for registration in the approved lost as indicated below:

Category of contractor

Eligibility Criteria

Class ‘C’ 

Up to Rs. 25 Lakh

i) they should have an engineering  organization with an engineering Diploma holder having at least 3 years experience of relevant discipline.

ii) At the time of enlistment, they should have satisfactorily executed at least two works, each individually costing not less than Rs 10 lakh

iii) During the last 3 financial years, they should have received contractual payments of at least Rs  25 lakh.

Class ‘B’

More than Rs. 25 lakh and   upto Rs 1 crore

i) They should have an engineering organization with at least a graduate Engineer having a minimum of 5 years experience in relevant discipline and should be maintained minimum compliment of transport equipments and commensurate with the nature of works being done by them.

ii) At the time of enlistment, they should have satisfactorily executed at least two works each individually costing not less than Rs.25 lakh.

iii) During the last 3 financial year, they should have received contractual payments of at least RS 1 Crore.  

Class ‘A’

More than Rs.1 Crore and upto RS 5 Crore

i) They should have an engineering organization with at least a graduate Engineer having a minimum of 10 years experience in relevant discipline and should maintain minimum compliment of transport equipments and commensurate with the nature of works being done by them.

ii) At the time of enlistment, they should have satisfactorily executed at least two works each individually costing not less than Rs.1 Crore.

iii) During the last 3 financial year, they should have received contractual payments of at least RS 5 Crore.

2. The   above, interalia, covers the following aspects and modification of Para 1215E & 1216E:

i)No. Work or supply should ordinarily be entrusted for execution to a contractor whose capability and financial status has not been investigated before hand and found satisfactory.

ii)Once in 3 years by giving wide publicity through advertisements etc. intending contractors may be invited to register themselves for different classes.

iii)Where required, capacity of the intending contractors to execute works satisfactorily as an independent and competent agency their financial capability for satisfactory execution of railway works, field of specialization, past experience, ability to supervise the works personally or through competent and qualified/ authorized engineers/ supervisors, be examined and investigated expeditiously prior to their enlistment.   

iv)An annual fee of Rs 2000/- should be charged   from such registered contractors to cover the cost of sending notices to them and clerkage for tenders etc.

v)The “list of Approved contractors “ be treated as confidential office   record and individual names of contractors on the list should not be made known to other contractors. It should be maintained upto date in a neat and unambiguous manner.

vi)The list will be reviewed every year for deletion which will be effective from 1st July and additions if any will be done once in six months which will be effective from 1st January and 1st July.

vii)Once the contractor is borne on the Approved list, it will be valid for three years, unless already deleted during the annual Review, or the expiry of the validity of the  “Approved lost” as a whole, whichever is earlier.

viii)There will be separate Approved lists for the open line and the construction organization for each identified category of work.

ix)In open line Approved lists for classes “B” & “C” will be maintained Division wise and for class “A” there will be one common list for the Railway as a whole in the construction organization. Approved lists for classes  “B” & “C” will be for a particular pre-determined geographical area or Dy CE © wise and for class “A” it will be CAO ( C ) /GM ( C ) –wise.

x)For registration in the approved list the contractor should furnish a non  - refundable fee of Rs. 15000(rupees fifteen thousand only) Rs. 20000) and Rs. 30000 (rupees thirty thousand only) respectively for registration under Category  “C” “B” & “A” .

xi)This facility of standing Earnest money has been done away with.

3.  This  is in supercession of letters no 88/ CE-I/ CT/ 74 dated 17.09.1997, Nos 94/ CE-I/CT/4 dated 22.10.2001. 8/15.2.2002, 20.3.2002 &17.10.2002 referred to at item  (iii) to (vii) above.

5.    This is issue with the concurrence Finance Directorate of Ministry of Railways.
