Organization structure of Mechanical Department at Headquarters (ORGANISATION STRUCTURE)
The particulars of organization, functions and duties
Mechanical Department is responsible for maintenance of rolling stock including passenger coaches, freight wagons, assets of disaster management, DMUs, cranes etc. Besides, it maintains large number of machinery & plant in workshops, sheds and other work centers. The department also formulates plans for procurement of rolling stock, machinery & plant and ensures safety and reliability of stock in train operation. In addition to this, the EnHM wing also functions under the Mechanical Department.
Principal Chief Mechanical Engineer is the overall in-charge of Mechanical Department. He reports to and advises General Manager on all administrative and technical matters concerning the department.

The powers and duties of its officers
1.Principal Chief Mechanical Engineer is the overall in-charge of Mechanical Department. He has technical and administrative control over the three Mechanical Workshops, viz. RSK-Sithouli, WRWS-JHS, and CMLR-Jhansi. Besides, he has technical control over operation of ARTs/ARMEs, DEMU sheds, Coaching Depots , Freight Depots and the newly instituted EnHM wing. In this task he is assisted by a number of Senior Administrative Grade officers CWE,CRSE/Chg ,CRSE/Frt, CMPE/Dsl, ,CME/Plg and CEnHM who also are in charges of the Workshop, Coaching, Freight, Disaster Management, Planning and EnHM Wings of Mechanical Department respectively. The duties of Mechanical Officers in Headquarters are briefly enumerated below:
2.Chief Workshop Engineer:- Chief Workshop Engineer is directly responsible for the functioning of Workshops.
His chief responsibilities include administration of all workshops, overseeing material availability in coordination with the stores department, the maintenance of drawing and specifications related to Rolling Stocks and budgetary control over workshops.
The various workshops under NCR aregiven below:-
Wagon Repair Workshop, Jhansi
Rail Spring Karkhana, Sithouli, Gwalior.
Coach Midlife Rehabilitation Workshop, Jhansi
3.Chief Motive Power Engineer (Diesel):- In relation to Mechanical Department, theChief Motive Power Engineer (Diesel) exercises direct control on the affairs of maintenance of DEMUs and assets of Disaster Management.
CMPE/Dsl exercises administrative control over Demu Shed/AGC and oversees maintenance and operations of weigh bridges located at Jhansi, Khairad, Chunar, GMC(Kanpur), and Wagon Repair Workshop, Jhansi.
4.Chief Electrical Service Engineer :- In relation to Mechanical Department, the Chief Electrical Service Engineer is vested with the responsibility of maintenance and operations of coaching trains and MEMU over NCR .
5.Chief Rolling Stock Engineer (Coaching):- The responsibilities of Chief rolling Stock Engineer (Coaching) include operation and maintenance of Coaching stock over NCR. Besides he also oversees the availability of related Material in coordination with the workshops and monitoring/ redressal of passenger complaints related to amenities.
The administrative control of CRSE/chg spans over 08 Coaching depots spread over various locations in NCR at Prayagraj, Kanpur, Jhansi, Gwalior, Khurja, Agra Cantt, Agra Fort and Mathura.
6.Chief Rolling Stock Engineer (Freight):- The Chief Rolling Stock Engineer (Freight) is responsible for the operation and maintenance of freight stock over NCR. In addition to this, CRSE/Frt also coordinates with the store and workshops to ensure availability of material for undertaking maintenance of freight stocks.
The administrative control of CRSE(Frt.) spans across 03 Freight Depots spread over various locations in NCR at GMC(Kanpur), BAAD, Jhansi. In addition to this, CRSE/Frt also oversees the activities undertaken at 04 examination points at GMC , BAAD, Jhansi and Dadri.
7.Chief Mechanical Engineer (Planning):- Infrastructure facilities and availability of machine & plants in Workshop/production units and various diesel sheds, Carriage & Wagon depots and sick lines and train examination stations have to be reviewed periodically to facilitate effective manufacturing/maintenance activities. Chief Mechanical Engineer (Planning) is coordinating officer to provide such facilities through works, Machine & Plants program and getting their sanction from railway Board for every financial year.
8.Chief Environment and Housekeeping Manager:-
Instituted in 2015, The Environment and Housekeeping wing aka EnHM is headed by Chief Environment and Housekeeping Manager who is vested with the responsibilities of undertaking monitoring and coordination of the Environment related matters. Besides, the management of Housekeeping activities in Coaching Trains, in Coaching Depots and at stations also fall under the purview of his duties.
