EXPRESSION OF INTEREST

ADVERTISEMENT FOR OUT SOURCING THE PATHOLOGY SERVICES FOR

DIVISIONAL RAILWAY HOSPITAL, JHANSI

Chief Medical Superintendednt North Central Railway, Jhansi invites application from qualified Investigation centres for out sourcing the Investigations of Pathology Lab. Willing Investigation centre owner need to apply as per CGHS (NABL) Kanpur rates applicable for year 2022 within fifteen days of publication of advertisement. Following conditions are mandatory:-

 

1.Pathology lab should be accredited with NABL. In absence of NABL accredited lab, non NABL Lab may be considered.

2.The investigation centre should be well equipped (e.g Automated Blood cell counter, automated biochemistry Analyzer, Binocular Microscope, Coagulometer, Electrolyte Analyser, Automated Immunoassay Analyzer etc. with latest state of art machinery. They should have adequate facilities for reporting. NABL accredited Lab which has their collection centre in Jhansi are eligible to apply for the work on CGHS- NABL rate, If they are of good repute and their detailed information is available on their website.

3.Centre should preferably have facilities for tests like Thyroid profile, fertility profile, Hormone profile, Histopathology, Cytology, Tumour marker, Vitamin estimation, Covid-19 related tests, Blood alcohol test, OT culture beside routine clinical/Biochemical investigations.

4.Pathology Centre will preferably depute his own staff to collect test sample from Divisional Railway Hospital, Jhansi.

5.Computerized reports of the patients should be provided.

6.The rates of Pathological investigation should be based on NABL/Non NABL CGHS applicable for latest prevalent Kanpur rate list including GST, which will be applicable for two years; means will not be changeable during the contract period of two years which will effective from the date of approval of this agreement.

7.No payment will be charged from Railway employees/their dependents/and retired RELHS card holder employees duly referred by authorized Railway Medical Officer.

8.The mode of payment will be done on bill basis only system based on NABL/Non NABL CGHS applicable for latest Prevalent Kanpur CGHS rate. No emergency charges, advance payment or cash payment should be charged by centre for pathological investigation.

9.Investigation report should be provided within standard defined time for that test and in emergency case the investigation report should be provided immediately.

10.Investigation facility for 24 hrs will be provided by investigation centre preferably.

11.All the disputes or differences will be resolved by arbitrator deputed by G.M. /NCR/ Prayagraj, the Arbitration act (26) of 1996 will be applicable for this, if disagreed with the decision of the arbitrator an appeal can be made to G.M/NCR/ Prayagraj and his decision will be accepted by both the parties, further disagreeing upon the matter can be taken to Jhansi District Court.

12.Application along with all documents such as Chief Medical Officer, Jhansi Registration, experience, documents related to NABL accreditation, consent for performing tests on CGHS Kanpur Rate and other relevant documents having seal & signature of the competent authority of Investigation Lab on every page should be sent in a sealed envelope within the 15 days of publication of advertisement in the office of Chief Medical Superintendent, North Central Railway, Jhansi between 10 AM to 5 PM in any working day.

13.Railway Administration has right to cancel, reject or modify these contracts.

15.The pathology centre/collection centre should be located within approximately 8 kms from Div. Rly Hospital / NCR / Jhansi.

 

16.The centre may give priority to railway patients sent for pathology lab special investigations.

17.The centre should have provision for adequate Bio-Medical waste disposal as per the existing government policy.

18.Emergency services for collecting/processing should be available round the clock for emergency investigation. Sample to be collected by your staff from patients admitted at Div. Rly. Hospital Failure to collect the sample after receiving information will be liable for penalty of Rs. 100/- on your lab and will be deducted from the bill submitted.

19.Preferably, a soft copy of the investigation report for the day to day should also be forwarded to the email address dayalpradeepraj@gmail.comin case required.

20.The Histopathology sample will have to be collected from OT/railway hospital directly.Preservative and container for the excised specimen have to be arranged by your lab. In cytopathology, FNAC sample will have to be taken by your staff and patient will be referred to your centre with the Requisition Form duly sanctioned by CMS/JHS.

21.Representatives from Railways will have the right to inspect the Pathology Lab/Collection centre before finalization of ‘Contract’ and any time during the contract period, if required.

22.The period of contract will be for two years from date of acceptance of contract by the approved centre and may be extended for a maximum of six month at the same rate and terms and conditions.

23.In case of invalid/ spurious report etc. The payment for the investigation will not be approved and suitable penalty will be imposed on the firms as per Railway extent rules.

24.In case of dispute in any reports, repetition of test will be done without charges.

25.If the lab takes the sample and does not provide the report with in justified time for whatsoever reason penalty ofRs. 200/- will be imposed. The lab should ensure before taking the sample that it is sufficient in quantity.

26.Sealed envelop containing offer documents will be opened after 15th days of publication of this advertisement in news paper in CMS Office JHS at 16:00 Hrs.

27.Authorized signatory of the Lab/collection Centre will deposit signed copy of Kanpur NABL CGHS rate which is in currently applicable along with application form.

28.Eligible and willing pathology lab collection centres may also be considered in absence of eligible pathology lab.

29.As per terms and conditions, Railway administration is authorized to accept offer of more than one firm/Pathlogy Lab /collection centre if found eligible.
