DISASTER PREPAREDNESS – ARTs/ARMVs

(A)ACCIDENT RELIEF MEDICAL VAN :

1.ARMV Scale I - Equipment stored in Special Medical Relief Vans stabled in separate sidings :

(i)Location of ARMV Scale I are given below in (A2).

(ii)One key of the van is available with the Station Master in a glass fronted case.

(iii)Other key is with the doctor in charge of the ARMV.

(iv)Medicines and equipment are provided as per Railway Board norms.

(v)Keys of all locks inside the ARMV are also in duplicate. One set of keys are with the Medical Officer in         charge of the ARMV and the other set of keys are kept in a glass fronted case inside the ARMV.

(vi)The target time for turning out of ARMV is 15” by day and 20” by night from the time of sounding of siren.

2.Location of ARMV Scale – I :

Scale – I ARMVs on are located as follows:     (i)    Jhansi.        (ii)   Banda.

3.Location of ARMV Scale – I on adjoining Zones/Divisions :

ARMVs Scale – I on adjoining Zones/Divisions are located as follows :

(i)Bina (Bhopal Division, WCR).                                                           (ii)           Bhopal (Bhopal Division, WCR).

        (iii)  New Katni Jn.(Jabalpur Division, WCR).                         (iv)          Kanpur (Allahabad Division, NCR)

(v)   Allahabad (Allahabad Division, NCR)             (vi)          Agra Cantt (Agra Division, NCR)

5.ARMV Scale II - Equipment stored in boxes/POMKA in Special room on platform at station :

(i)Locations of ARMV Scale II are given below in (A6).

(ii)The medical equipment are kept sealed without any lock.

(iii)The Scale II room has duplicate keys.

(iv)One is with the Medical officer and the other is in Station Master’s Office.

(v)These are to be taken out and rushed to the site of an accident by any train or available road vehicle.

6.        Location of ARMV Scale – II cum/POMKA Boxes  -

(i)Dhaulpur.                              (ii)           Gwalior.                                 (iii)   Orai.               (iv)   MKP

                            POMKA only ( in Health unit.)

                                  (i)            MBA                                       (ii)           LAR

               

7.                             Location of ARTs :

                               

(i)Jhansi (A Class with 140T crane).                   (ii)           Banda (SPART, B Class).                  (iii)  Dhaulpur (C Class -NG)

(iv)  Gwalior (C Class-.Tool Van/ B.G)             (v)    Gwalior (NG).

1.ARTs with 140T Crane on adjoining Zones/Divisions:

(i)Itarsi (Bhopal Division, WCR).

(ii)New Katni Jn. (Jabalpur Division, WCR).

(iii)Kanpur (Allahabad Division, NCR)

(iv)Allahabad (Allahabad Division, NCR)

(v)Agra Cantt (Allahabad Division, NCR)

(vi)Bina (Bhopal Division, WCR).

2.ART without Crane on adjoining Zones/Divisions :

(i)Bhopal (Bhopal Division, WCR).

3.Section wise chart for requisitioning of ARTs with 140T Crane from adjoining Zones/Divisions  -

        From Both Ends 02 more BDs w/o Crane

For following dead ended NG sections ARMV Scale II equipment will be sent as follows :

(viii)        GWL – SOE          Ex           GWL.

                       

(B)USE OF ACCIDENT ALARM SIGNALS - SOUNDING OF ENGINE WHISTLE/HOOTER/STATION BELL :

1.At stations where electric sirens is either not provided or where electric siren has failed :

(i)            Give 5 whistles/hooting or calls of 1 minute duration each with half minute interval between two successive    

whistles/hooting using an engine if available. This shall be repeated twice at an interval of 3 minutes.

2.     Authority to order movement of ARMV & ART to site :

(i)On receipt of information about serious accident involving casualties, ARMVs and ARTs shall be ordered immediately.

(ii)This decision would be taken by the. CHC (P) on duty and nobody’s authorization would be required for ordering the same.
